I didn't see this idea in any of the phases, so wanted to throw out something for consideration in the new gradebook.
Could there be a way developed to allow teachers to indicate that a particular grade for a student should not be dropped if it is in an assignment group set to drop the lowest score? This has come up a couple of times (Help with 'ignore lowest' rule in Gradebook? and Dropping a Grade - But with Exceptions).
There are a number of situations where a teacher may want this rule set up, but require a student to keep a score even if it is the lowest. For example, in situations where a student has cheated or they just fail to turn in an assignment.
The rule is working as one would anticipate, but if you could enter "0*" or something in the gradebook for that student's score, and Canvas recognize to keep a score indicated that way so go to the next lowest and drop it instead, it would prevent a lot of extra effort on the part of the teacher.
