Require User Defined Fields in Catalog

    Currently in Catalog, User Defined Fields are only necessary for new registrants -- if a user's account exists in the system, they are not prompted to respond to User Defined Fields.


    We would like to see this feature updated so that User Defined Fields can be required for all users regardless of account status (e.g., existing vs new). This would allow our users to gather required data for all of their learners.
