I would like to be able to add a description for each outcome tool criterion For example, for the Exceeds Expectations criterion, I want to be able to describe what it that term means. Thank you!
Hi, Karen DiGiacomo and Welcome to the Canvas Community! Would you provide clarification on what additional functionality you'd need to have in order to accomplish this? I just created an outcome, and by editing each cell, I was able to include long descriptions immediately after the "Exceeds Expectations" / "Meets Expectations" / "Does Not Meet Expectations" verbiage that appears by default:

Your solution can work, but aesthetically and functionally, I am wondering why the outcome criterion does not have the same functionality as the rubric criterion, with the ability to put in a title both a title and a description.
For higher education/program outcome assessment, it would be nice to separate the category of proficiency from the description of what proficient means. I understand that this is more of a nice to have than a need to have, but assessment people are sometimes perfectionists. Thanks for your consideration!

Thank you for that clarification, Karen, and the idea is open for voting. For context, the addition of a long description in rubric criteria is (1) a relatively recent development (I didn't have those when I was teaching, and used the workaround depicted above), and (2) separate functionality from outcomes, as described in the Canvas Production Release Notes (2017-10-28)
We struggle with the same thing (if I'm understanding correctly). If the outcome was created or imported by Canvas, our users (including sys admins) do not have the ability to modify the criteria title or the detailed description for each rating level (exceeds expectation, meets expectation and so on). Using the new option to import our own outcomes (thank you for that new option earlier this year), we are now able (as sys admins) to modify the descriptors for each level of performance, but this only provides the ability for outcomes we import on our own. We are able to edit the criteria and ratings descriptions, but are having to re-import all of our outcomes again (including standard state and national ones Canvas imported in the first place or that we had them import during our implementation). Realize that editing criteria descriptions and ratings descriptions happens at the system level within the outcomes area, not within the rubric, so anyone within our district who uses the outcome sees the same criteria description and same ratings descriptions, which is fine for the way most K-12's use the outcomes/standards.
When teachers use outcomes (instead of rubric criteria) for their rubrics and quizzes, we can do a district analysis to determine where outcomes are being used and the proficiency level attained on the outcome. When teachers create their own rubric criteria (instead of using outcomes), we cannot monitor student progress on district outcomes which means we are unable to identify where we may want to make improvements to help students perform better on state/national outcomes.
It would be nice if Canvas would be able to give sys admins (or designated permission groups) the ability to modify the outcome criteria and rating descriptions for outcomes that had been in the system prior to the new feature as this is resulting in a lot of work to re-format and re-import our outcomes.
