Provide context & continuity for admin roles

    We need an internal comments field for a created role. As we see staff turnover and admins rotate over time, they need to be able to understand why a role was created and how it differs from other roles with a similar name. This field should provide context for any role… why it was created, who it was created for, and any other special circumstances.
