It would be better if quizzes could have a default setting to multiple attempts.

I see no need for this, simply because it would result in six-of-one/half-dozen of another.
I permit multiple attempts on some of my quizzes, and don't on others. Some people use multiple attempt, some do not. Regardless of which state is the default, someone would have to make their own appropriate setting.

Much as I respect your opinion as an individual I disagree, especially since what I am asking is that we have an option within our OWN Canvas instance we simply want the option to make it a global setting.

Truly did not mean that to sound dismissive. I just did not see the sense of reversing a setting that would simply transfer those clicks from one backyard to the next.
However, as an option at the account level, this could work just fine. I know that all schools are different, and have differing practices.

I think it's a great idea to give admins more control at the account level over what the quiz default settings are. That way they can be set to what's best for that particular school/department. Here's a related idea that I created based on what instructors at my school have told me: Let admins set quizzes to not show answers by default
