Quizzes:  Allow External Tool Submission or Links to be embedded

    Many instructors use external tools, such as TurnItIn or Publisher Websites/Content.  For assignments, they can use the External Tool submission type.  Canvas should support using external tools within a quiz.  For example, an Essay or File Upload question in a quiz should be able to use TurnItIn; or if publisher material (located on a publisher website, such as Pearson, Lumen, McGrall-Hill, etc.) is being used, a quiz should be able to redirect to that content.  Some universities have strict rules about having proctored exams using a third party such as Proctorio.  In a fully online course, this is difficult if publisher or external sites are being used.  By allowing external tools to be embedded in the Canvas Quiz it would make online proctoring more integrated and fluid for the students, and easier to set up for instructors.
