The Problem
Currently, the only way teachers know about the option to "Show recent announcements on Course home page" is dig around in their Course Settings, attend our training, or read the guides. Our K-12 teachers rarely visit the "Course Settings - Course Details" tab as there isn't a whole lot they can change due to restrictions from the account level. (They usually just change their image.)
The Solution
Just like "Discussions" has a "Settings Gear" which allows teachers to edit Discussion Settings (that are also located in the "Course Details" tab of "Course Settings"), it would be great to have this same functionality on the "Announcement" page.
I came here to suggest this and was glad to find that you already had. This is such a simple feature and it's entirely unclear to me why the announcement setting is buried deep inside Course Settings at current. I recognize there are a lot of other feature requests related to announcements (e.g. pin announcements, drag and drop announcements), but unless I'm missing something huge about how Canvas is developed, this is a low cost fix for something that is currently an impressively bad user experience.
