Provide an option at upload time to hide a file. This would reduce the need of having to unpublish or restrict access after the file has been uploaded; a step that may be overlooked.

This is a great idea, and one that has been asked before in here. Unfortunately, there is not a version currently open for voting. I support this idea for those faculty who add content during the term, but want better control of the content, and when students view it.
Students can enable notifications to be notified when a new file is uploaded to a course. This notification also includes a link to the file. Because all files are uploaded in a published state students get this notification immediately. Even if the teacher changes the status to Hidden student have already been given a link to the file with a notification. The only way to prevent this would be to enable the feature option "Require Usage Rights for Uploaded Files". Which will cause files to uploaded in an unpublished state. And not all institutions have this feature option available to their teachers.
