There are a couple of ways. The simplest way for a single image is probably to upload it directly from the Rich Content Editor where you're creating the question: See How do I embed images from Canvas into the Rich Content Editor as an instructor? in the Canvas Instructor's Guide for details.
What I normally do is upload a bunch of files at once from the Files menu. Then I start the same way as described above, but I skip the Upload File part since they files are already there.
