Thank you for your help with this. I am thinking I must have made it a file upload because the annotation bar at the top does not show up. Do you know how I can change this?

A File Upload submission will display the annotations tool bar as shown in the image below.............
I suspect a browser issue. Check out Which browsers does Canvas support? And since it is not noted in that guide, we always advise our faculty to use Firefox or Chrome, and avoid IE and Edge like the plague!
Otherwise, I would suggest submitting a support ticket. Learn how at How do I get help with Canvas as an instructor?

Thank you Kelley. The image you sent is what I am looking for, but it does not come up for me. I wonder if I have it set up for the documents to be submitted correctly. I usually use Firefox, and I tried Chrome on this to with the same results. I guess I’ll submit a ticket. I appreciate your help!

Hi Emily Threatt - Just to play it safe, first make sure you're looking in the right place, as outlined here: How do I get to SpeedGrader from an assignment, quiz, or graded discussion? as well as How do I use SpeedGrader? Assuming you've already made it that far, the one thing that will sometimes happen with my own faculty is that if you set the assignment to be online but also chose to make it either a file upload or a text entry, if the student made a text entry, there are NO annotation tools available, as pointed out here: How do I add annotated comments in student submissions using DocViewer in SpeedGrader? You may also want to check over a few of the other things mentioned on those pages regarding possible loading times, etc.
Finally, it is possible (if unlikely) that the student did not submit a file that is compatible with SpeedGrader, though in that case you would likely not be seeing anything on the screen at all...much less the annotation tools.
If none of those help...it may be time to contact Canvas Support. (Help>>Report a Problem.) I will also point out that when I see the odd issue with SpeedGrader, it is sometimes simply a matter of trying again a bit later...and then for whatever reason things are working again.
