Eric Werth is spot on with the assumption that you are a student submitting a paper as an assignment. You don't specifically say that so I'm going to provide another answer in the case you are the teacher and want to upload a file to an assignment as part of what the students get access to.
When in the Editor for the Assignment, click into the Rich Content Editor (RCE) where you'd like there to be a link to the paper/file. On the right side of the page click the Files tab, and then the Upload a New File link. Browse to find the file on your computer and upload it. A link to the file will automatically appear. Or, if the file happens to already be in the class, just select it from the list of files that appear below the Files tab (see below).
