Disabling add/remove students in course permission not working as expected

After disabling and locking the course permission for the Teacher role:

Users - add / remove students in courses

The Teacher role is still able to add students to the course by going to People and select role as student.

How do I restrict the permission so that they are able to add other course roles but not the student role?

It seems like there is a difference when the user is added via the SIS or added manually via the admin GUI. The manually added user through the GUI does not see student to add as a teacher but the SIS import teacher would be able to see the student role to add.

Hi Jeremy,

The only thing I can think of that would cause it to act differently is if in the GUI you're adding them in one role and the SIS import is adding them in a separate role. So I would start there to validate that they are being enrolled into the same role. 

Within  permissions‌ to disable ensure that the role they are enrolled in does not have the ability to add/remove students in course. This is the only permission that controls that ability at the course level.
