Sub-account admins being denied permissions

I've created a custom role at the account level for my instructional tech coach team.  The permissions include (among other things) View All Users and Modify Login Details for Users.  However, when I enroll any of my coaches in that role at the sub-account level, they don't have that right.  What am I missing?

I believe the issue is that all users exist at the account level, and therefore granting these permissions at the sub-account level does not really do much. This is one of those confusing aspects of Canvas. It is noted in the https://community.canvaslms.com/docs/DOC-10826-421473704?sr=search&searchId=265ceb90-9b33-4804-987d-...‌ guide, and there have been a couple of archived feature requests to change it. Unfortunately, it seems like you'll need to give them those permissions in the root account to allow them to perform those functions.

I could have this wrong, but my understanding is that if you set up the

permissions for the role at the account level, but then add the person as

that type of admin at the sub-account level only, that will grant them

those permissions only for the subaccounts where you have added them.

Yes, that is true of most functionality. The weirdness is that the user accounts themselves are tied to the root account, not the sub-accounts. So it's as if the sub-account admins are trying to modify root account data. I'm sure someone can describe it better than I can, but I can say it's been a point of frustration for us with our custom roles and sub-account administration.
