User Reporting

I need to run a report on users that have accounts in our instance but aren't enrolled in any courses. When I run a provisioning report, it requires me to choose a term. Even selecting "All Terms," the most permissive setting, only returns users that are associated with a term, and therefore a course.

I've looked through the documentation and I don't see a report that returns users with no enrollments. Am I missing something, or is this information not available?
