What programs can be used to annotate images/slides within a Canvas course? I want to give a quiz/assignment that allows students to annotate an image. Is this possible without using an external tool? Thanks!

Unfortunately what you are looking for is not currently designed functionality in Canvas quizzes.  However there is an existing feature idea you may want to add your vote to: https://community.canvaslms.com/ideas/4883-student-highlight-annotation-tools-for-quizzes
