Is there a way I can manually activate a user?  I have sent her an invite and this was her response

"Please let me know if it shows completion on your end. I followed the link and entered my information, but it will not load anything after that it just stays on the same page."

When I act as her as a user - it says that she is not enrolled in a course.  When I try to add her it says she hasn't accepted the invite.

You can create a user by SIS Import (and sample CSV file for import here: https://community.canvaslms.com/t5/Admin-Guide/How-do-I-format-CSV-text-files-for-uploading-SIS-data...) or Canvas API which will bypass the need for accepting invitations.

This SIS import option would be good to enroll the user in the class, assuming their account has a SIS ID. 

You can also try navigating to the people page in the course and if there are pending invites you should have the option to resend them.
