What is the best way to set account roots as an administrator?

What do you mean by account "roots"?  This is not terminology that I'm familiar with inside of the Canvas environment.

As a new administrator, some of the training indicates accounts and sub-accounts as a way to set new courses. An example of an account in the College of Business and a sub-account can be Marketing. I'm trying to find how to set accounts; I know how to set sub-accounts, terms, and courses.
