Add/Remove Students from Sections w/o Providing Course Roster Permissions

Hi all,

I would like to give teachers the ability to add/remove students from course sections, but without granting them the ability to add/remove students from the course entirely. 

Canvas' support team has indicated this is not possible in the current configuration. I'm curious to know if anyone has found a workaround for this issue?
