Download domain user list

Is it possible to download all of the users in my domain in one CSV?

I don't have classes as a District admin, and cannot find in the Community how to download everyone.

I want to batch create Sandbox courses for 4K+ teachers, and have the template for that.  But I want to get all of my users out of Canvas into a spreadsheet format I can adjust before reuploading it.

You can run a "Provisioning Report" in your Account Settings in the Reports tab. Users CSV is one of the options in the Provisioning Report.
