Feedback Release Date

Is the Feedback Release Date only applicable if using GradeMark, or does it work if SpeedGrader is being used?

Yes, that's correct. The Feedback Release date only applies to feedback made using Turnitin's GradeMark. Comments and edits made using SpeedGrader will be immediately available to students unless the assignment is muted.
