Allow ALL links in Help Menu to be hidden/removed

As acknowledged in Canvas' latest beta release notes (published 8/15/16), "Ask the Community (instructors and admins only) and Submit a Feature Idea links always appear at the end of the [help] menu. These links currently cannot be deleted or moved."

Both the "Ask the Community" and "Submit a Feature Idea" links have proven confusing to our students and our instructors. Canvas should allow complete customization of the Help Menu so the admin can determine the best user experience for their environment. In other words, Canvas should allow both links to be hidden/removed.
