Allow "Improved Outcomes Management" without "Account and Course Level Outcome Mastery Scales"

The new featureOverview: Improved Outcomes Management Feature Preview  seems promising, but not with it tied to Overview: Account and Course Level Outcome Mastery Scales Feature Preview .  Right now, in order to enable Improved Outcomes Management, an account has to also enable Account and Course Level Outcome Mastery Scales.  In doing so, all existing account-level outcomes are overwritten to a default 4-point scale and the "highest score" calculation method.  This includes existing 4-point scale outcomes with detailed descriptions.  We already have several instructors using account-level outcomes, so we can not enable this feature.  Doing so would cause a major disruption.

I propose the following change to Overview: Improved Outcomes Management Feature Preview:

Allow the Improved Outcomes Management Feature as a standalone (without Account and Course Level Outcome Mastery Scales Feature)

Thanks for checking out the Improved Outcome Management feature and making this request @breklis! We're aware of the impact that pairing these two feature previews is having on use cases like yours. For that reason, we're currently in the planning stages for pulling them apart. This will include providing the ability to define a mastery scale, calculation method, and description content on an individual Outcome basis.
