[Canvas Mobile - Teacher] Create modules in iPad app

Problem statement:

The Canvas Teacher iPad app currently does not allow instructors to create modules within the app. This requires the user to use the Canvas website, which defeats the purpose of having an app.

Proposed solution:

Enhance the functionality of the Canvas Teacher iPad app to allow instructors to create new modules and related content in the app.
