[Credentials/Badges] License Agreement for Credentials Users Under 13

Problem statement:

Our institution is interested in expanding our badging program to our students, including those under the age of 13. The current Canvas Credentials license agreement does not allow for users under the age of 13 to use Canvas Credentials.

Proposed solution:

We would like to see an option added or change made to the license agreement that will allow for us to utilize Canvas Credentials for our students under the age of 13. Other products have options such as a process where the students guardian can sign an agreement for their student to utilize the service.
