[Discussions] Permalinks

Problem statement:

With the release of Discussions ReDesign, permalinks to individual posts have been lost! In the old discussions format, our faculty would frequently link to an earlier post, especially for questions that get asked multiple times. Now, however, our faculty have lost that ability.

Proposed solution:

I can see a couple of routes here: 1. Hovering over "Reply" so that the permalink would show and could be copied via right-clicking the mouse. 2. Adding a link for the permalink in the vertical dot menu.
