[Global Announcements] Upload/Record Media

Problem statement:

Currently, when an Administrator wants to create a Global Announcement with a video or other media content, the media must already exist in the User's files. That is different that what instructors/teachers experience. This creates an additional step or steps for our administrators when creating an engaging multimedia announcement.

Proposed solution:

We would like to see the Upload/Record Media option added to Global Announcements to make adding and recording media simpler and more straight-forward for Admins who may not already be attached to a course. This would make the Announcement experience the same everywhere.
