[Gradebook] Resubmit and manual posting of result

Problem statement:

If a student has to complete a resubmit then you have to hide the posted results to prevent the comments, and marks from being released automatically to the student while the submission is being marked (which isn't useful if you need this to be reviewed by other teaching team members etc before finalising). If you hide all the results in that column to prevent the resubmit student from seeing them then all students will be notified when the results are published again, which causes confusion (and lots of emails to the instructors inquiring about what has changed in their result)

Proposed solution:

When a column is set to Manually Post, the Post Marks with the Marked option should only post attempts that are marked at that point in time. Submissions that come later (resubmissions) should be Hidden until they are posted.
