[Peer Reviews] Enable Annotation tools for Anonymous Peer to Peer reviews

Problem statement:

The annotation tools are not available for grading a Peer-to-Peer Review assignment when it is set up to review as "anonymous".

Proposed solution:

Have the annotation tools available in anonymous peer-to-peer review assignments. I do not want students to know who is reviewing their work, but students do not have access to the annotation tools when setting up the assignment as an anonymous peer-to-peer review. The annotation tools are only made available when student names are present and not anonymous.
