[Reports] Assignment report (outcomes) should be alphabetical by last name

Problem statement:

In Assignment- reports - Outcomes Analysis it orders the list alphabetically by first name. This is the only place we've found where Cavnas does this. Please sort by last name or offer sort options. TY
