[Rich Content Editor] Replace/Redesign the HTML Icon

Problem statement:

New Canvas users do not understand what < / > means in the Canvas LMS content editor / RCE view without reading the Canvas Guide, even if they are already competent in HTML. Many users, and particularly vision impaired and some neurodiverse users, cannot easily locate and understand the function and icon asf < / >

 
Proposed solution:
  1. Replace < / > with the hrml editor button which alternates between [Switch to Raw HTM] and [Switch to Pretty HTML]
  2. Make the button visible/available to users without first having to enter HTML mode in the RCE These can be seen in How do I use the HTML view in the Rich Content Editor? under > Open HTML Editor > Click the HTML editor icon > Note: When in HTML view, you can click the same icon to return to the Rich Content Editor. > Edit HTML Content > The HTML editor displays the pretty HTML editor by default. The pretty HTML editor displays line numbers and syntax highlighting. >> To switch to the Raw HTML Editor and edit your HTML in plain text, click the Switch to raw HTML Editor button.

WHY ? The original design is not intuitive to users and arguably discriminates against novice and other classes of users. Changing from < / > to the html button will make the html editor more visible, be clearer to understand, and improve the look, feel, and useability of Canvas RCE / HTML editor.
