[SpeedGrader] Teacher Comments should autosave/submit

Problem statement:

Why doesn't the comment on speedgrader automatically save/submit? The grade saves when you click off of the box but then we have to scroll down to submit the comment. It is very inconvenient. I even tried making the side panel wider so that the submit button would be on the page without having to scroll - BUT that doesn't work.

Proposed solution:

The grade automatically saves - the comments should also when you click off the comment box.
