Attendance report for Inactive students

I have run into quite the conundrum. An instructor receives an error message when attempting to run an attendance report on an inactive student but when I do the same as an admin I am able to generate the report. Does anyone know if this is associated with some sort of permission which can be enabled? Thanks! Deactivated user
