Yes, this will be something that could eventually become part of the Canvas Teacher app. The mobile team develops features that are inspired by what we see in the web version after the updates are available. I checked the release notes for the reassign feature and there is no mentioning of this feature working with the mobile app. I also tested this on my iPad and was not able to locate this in the Teacher iOS App.
