Allow teachers to edit courses outside of term dates

We are currently including course start/end dates in courses.csv and creating terms manually. Our goal is for teachers to have edit access to their courses indefinitely. So far, the only way we've been able to do this is to leave the term end date blank. Is there a better way to accomplish this?
