How do I get the annotation bar to come up in speed grader?

Larry,
It should come up automatically. But it only works if students submitted a file of type Word, Excel, Powerpoint, PDF, or a image. If the assignment was set to Text Entry and they typed or copy/pasted text there will not be an option to use the Annotation tool.
