I am confused. "Duplicate, Clone, or Copy anything in Canvas" is listed as "Done" in 2017, but in a chat just a few weeks ago I was told I cannot copy a Quiz from another course. What's the truth? My work around is to post the Quiz to be copied to "Commons" then I can import it into another course, which is not too much trouble.

If you are using the classic Quiz tool, you can definitely copy a quiz form another course using the import content option:

You 100% can copy a quiz from one course to another. Here's how I do it:
The two biggest things I see people miss is using the black arrow in the import selection screen and choosing "Selected content" instead of "All content."
