Can an instructor upload an assignment for a student?

Sometimes students cannot upload Assignments on time due to network issues or whatever. To allow them to do so requires cumbersome re-opening and closing of the Assignment, with extensions for particular students. This entails some risk that other students will regain access without permission

Not yet. There is a proposal in the "Ideas" part of the Canvas community to do such a thing, and you can vote it up: https://community.canvaslms.com/ideas/1124-submit-an-assignment-on-behalf-of-a-student
