Can you change the Learning Mastery Report to view show the average vs the highest score?

I'd like to be able to change the Learning Mastery Report to view the average score of the learning outcome for a student vs. their highest score anytime they may have seen that learning outcome.  Is this possible?

I'm an admin/instructor looking to review and analyze the results of our program to date.

Also, for what date range does the learning mastery report reflect?  It is difficult to tell and does not seem to be all of our students from the beginning of our time using canvas.
