Cannot publish or attach Rubric at all

Can anyone tell me how to attach a Rubric to as assignment or Quiz (single essay question) when Canvas refuses to see the Rubric that is already in the course? It also keeps telling me the Rubric is a draft, but there is no option to finish it, save it, or eliminate its "draft" status so that I can use it...nothing works, and all I want to do is use a rubric for this assignment. I've been able to assign rubrics before, so I really don't know what the problem is...
