Canvas Studio User Bandwidth detection / Quality selection

Canvas Studio's has three video quality levels: Low, Standard, High. This is good.
Question: Does the player automatically detect the user bandwidth and automagically switch to the most appropriate stream?
Bonus points: What's the best data rate to use for the master video (in MBits/sec)?
Extra bonus points: What are the data rates of each quality level of Low/Standard/High?
This info is to help me to set-up video-publishing settings in Adobe Media Encoder etc.

Studio auto converts the video when it's uploaded but there is no setting to adjust it unless you create the video in Studio as explained here https://community.canvaslms.com/t5/Studio/How-do-I-upload-media-files-in-my-Canvas-Studio-account/ta... . Regarding the best data rates we do not have documentation on this as well as the quality level for low standard and high unfortunately.
