Canvas recommends Respondus for the creation of the QTI file, which varies in prices depending on institution size. There is also a link to a list of other programs that support QTI file creation. As a long shot, I tried the file conversion posted by another U and it threw security red flags in the test environment. Clearly, that tool was not meant for external use.
