Gradings are shuffling randomly in rubric

When I create a rubric, the criteria works great, but the grading part gets randomly shuffled.  this means that although I enter in the grading system for High Distinction, Distinction, Credit, Pass and Fail in that order, after I have saved it, the order is completely different for eg Credit, Distinction, Fail, Pass and High Distinction. Is this a glitch or is it me entering the grading incorrectly?
