Group Project Settings (Self Enroll Option)

I have created pre-populated groups under the tab Project Groups and checked the box in the setting that allows students to self-sign up. Are students now able to drag their name into one of the project groups I created? I tried to see how this would work from the student view option and it still shows that all the groups are locked with a lock box icon in each group. However, perhaps this is because I am using the test student/student view. Is there any other setting I should use to ensure students can self enroll in the groups I created?
