Students have up 10 attempts at quizzes before the close date. If I want to manually open a quiz for a student, it seems they only get one chance. Is there a way to open up all 10 attempts?

There is a setting in the quiz that says "Allow Multiple Attempts". Here you can set how many attempts are allowed and the quiz will automatically open until each attempt is reached:

@Robbie_Grant 's advice is spot on; but also keep in mind that you can "manually" unlock a quiz attempt for students using the Moderate quiz feature, in in that same Moderate Quiz dialog box, you can set the numbers of attempts permitted.
I got the impression that when you said you "manually open a quiz for a student" that you meant extending the due dates and the availability dates (I could be wrong). This makes the quiz available to all student. When you use the Moderate Quiz feature, you can open the quiz for just the intended student.
