Is there a way for instructors to disable course notifications that students receive for things that we change in the course, like files for example?
I was recently updating and deleting some files in my course and a student received quite a few notifications about this. I'm sure more students were receiving the same notifications as well.

Notifications are controlled by the individual user. Therefore, it is not possible for you to control what notifications students may/may not receive. All users can decide what they what to be notified about and what things they don't want to be notified about. Users (students/instructors/admins, etc.) can configure their notifications at both the account level (via "Account" >> "Notifications") and at the course level.
