Paragraph Breaks Broken?

While trying to design a page the ability to add paragraph breaks no longer works. Entering multiple returns does not work. 

The only thing that still works is breaks <br> or shift+return. Or will that option be removed in a future release, too?

I took text directly from Notepad to make sure there was no underlying html code and was unable to correct the spacing due to this problem.

Divs are not always appropriate either depending on the situation and design.
