My students get notifications about their grades on their phones about their grades. I would like a positive notification every now and again to make notifications more fun and less stressful. Is an announcement the best way to do this is to this? Will it pop up in their notifications like a grade change?

Hi @awidman
If your students have set their notification preferences to include Announcements, then yes they will.
Keep in mind that Announcements are viewable by all of your students, so it would not work for a personal note for individual students. For private messages, I would suggest using the Inbox. https://community.canvaslms.com/docs/DOC-12721-4152719681
