Issue Description: We've noticed a problem when previewing PDF documents on Canvas. When users—regardless of their roles—click the "Rotate Page Clockwise by 90 Degrees" button in the preview screen, either intentionally or by mistake, the rotation changes remain applied for all users viewing the document.
For example, if a user rotates a few slides upside down during preview, those changes persist even for other users accessing the same file afterward. This behavior applies even when simply selecting a document or slide deck to download, as the preview mode still allows rotation.
Question: Could this be a bug? Our understanding is that the document should revert to its original orientation upon closing the preview, as it was uploaded by the course admin/designer/teacher.
