Settings - Visibility is disable.

It says there to contact my administrator. I cannot publish my course because of this. I have already made my Module, Syllabus and People are added on my Course. But still, I cannot publish my course.

From your description, it sounds like you're using a Free For Teachers (FFT) account. Instructure is the administrator for FFT, and as detailed in https://community.canvaslms.com/docs/DOC-16623-free-for-teacher-account-faq , you will need to contact support to request that the visibility of the course be changed to Public; use the Report a Problem option on the Help menu to make the request.
