That is strange. It should be in your course "Settings" >> "Course Details" tab near the bottom of the screen in the area I've marked in this screenshot:
Also, if you look at other courses you have access to...is that setting available in those courses? Or, is it across the board where you cannot access this setting in any of your courses?
I wonder if your school's Canvas administrator(s) have somehow blocked that setting so that you cannot use it? I guess it might be possible via some back-end code, but I'm really not sure if this would be possible or not. And, I don't know the reasons why anyone would want to disable this setting...since it's optional for everyone. Maybe have a conversation with your school's Canvas admin team (usually in their Online Learning / eLearning / Distance Ed department)?
As a last resort, you might need to reach out to Canvas Support. They may be able to look at things in more detail for you. How do I get help with Canvas?

The steps that @Chris_Hofer has provided are the normals steps that should be taken.
I wonder if you are looking at documentation that your own school has put together or what another school has available publicly. I mention that as a possibility because sometimes when schools put together their own documentation, they do not think to or remember to update the documentation when Canvas is changed.
In the deploy notes from last year for 2024-05-22, Canvas removed the "more options" area of "Settings" because there was frustration/confusion for why the additional items were concealed. This is found in the "Interface Updates > Course Settings > Removal of More Options Link" section at https://community.canvaslms.com/t5/Canvas-Releases/Canvas-Deploy-Notes-2024-05-22/ta-p/603158#toc-hI....
Does that help clear things up?

As two similar examples related to this, the University of Pittsburgh (at https://teaching.pitt.edu/resources/how-to-use-announcements-in-canvas-to-communicate-with-your-stud...) and University of Minnesota (at https://it.umn.edu/services-technologies/how-tos/canvas-set-your-course-settings) both have not updated their documentation related to "more options" in the "Settings" area of each course.

Chris, Yes! I am using the guide, In my classroom, I'm not seeing a place where it says "Show Recent Announcements" under "Open Course Details."
